The official policies are those listed on the pages Esolang:Policy and Esolang:Copyrights. For anything not covered there, I would say the policy is whatever the emergent consensus of wiki editors is.
More specifically, including verbatim copies of other web pages is unfortunately generally incompatible with the CC0 / public domain copyright declaration of this site. The exceptions would be if you originally wrote the text yourself (and are happy to release it under those terms), or the author says so, or if the material was in public domain already.
