On this wiki, new categories are only supposed to be created with consensus – see policy. Because this rule is frequently broken in practice, non-administrators are not currently allowed to create new category description pages.
If you think there is already consensus for the category you are creating, please ask an admin for help creating it. Otherwise, you should make a category proposal.
