This needs to be a lot clearer on how blocks are defined – in particular, in most countries, blocks aren't usually symmetrical on the two sides of a road (e.g. due to the presence of a side road on one side of the road but not the other, which creates a situation where the block on one side of the road ends at an intersection but the block on the other side of the road doesn't). Also, are footpaths and cycle paths considered to delimit blocks, or only roads? (Note that there are intermediate states here too, e.g. private driveways which can legally be walked along and could illegally be used as through routes.) The specification also seems to assume that intersections will be between two streets that each have a single name (whereas in practice it is quite common for intersections to involve streets with different names on the two sides of the intersection). It might also be worth clarifying how staggered junctions are counted / how staggered a junction needs to be before it counts as two intersections rather than one (a staggered junction is a junction in which the two halves of a road don't quite line up with each other and so you have to drive a short distance down the intersecting road in order to get from one half of the split road to the other). --ais523 16:00, 10 December 2025 (UTC)
