I dont think it has to, but maybe it does idk. but this isn't sufficient proof. the conditions for turin g completeness is infinite loop and infinite memory(in principle, it ofcourse requires more complex proof), BUT, with that in mind this section is inaccurate, and a formal proof would be needed.)
