Introduction
In order for a language to be Concept-Complete, it must be able to conceive of any concept and work with it, not including ones that are created or searched for to be impossible to be conceived by the language.
Just describing concepts aren’t enough.
“Conceiving” something in this case is Having it (or at least an imitation of it) as a possible object, function or value to be described by the language.
