Does that mean that you consider the article to be a draft / not able to properly document the language? If the article is ready for the main article namespace, it should be left there. We try to avoid links from mainspace to userspace as far as possible, and that includes redirects; so if the article is moved to your userspace it would have to be removed from the language list, the hello world list, etc.. so that the redirects could be deleted. (In particular, it's bad for readers if they try to find a page about an esolang and instead end up in someone's sandbox, or a page that's about Esolang the wiki rather than about an esoteric programming language.)
