Joe
Joe is the only Joe-complete program because it emulates a Joe program.
Joe is strictly input - output, and runs the input as a Joe program, modifies the response, and outputs it.
The deepest Joe program inside is called the Joe machine, it takes the input and gives it to the output, zero changes involved, zero programs inside. In other words, it is a cat program.
the modifications are what makes the program special, they describe other Joe programs.
Joe programs consist of Joe programs, nothing else.
Functionality is produced by repetition, this can be thought of like 0^infinity; no change gets repeated to make change.
Joe is not turing-complete and all programs are infinite besides the Joe machine.
