TIB and STIB

A tib is half of a bit. A stib is a negative half of a bit.

A tib can have square root of 2 values. A stib has half the number of values that a tib has. A tib and a stib together can have only one value (one value = no information).

An idea would be if a programming language could be made using these new data types.
