ROT-13 is an extension of the ROT13 encoder/decoder invented by User:A.
Alphabetic characters
They are simply rotated using this following lookup table:
ABCD...WXYZ NOPQ...JKLM
Other characters
@9f = fffffffff -AZ = ABCD...WXYZ 123123^ = 321321
